libactionlib-dev software package provides Robot OS actionlib library - development files, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libactionlib-dev
libactionlib-dev is installed in your system.
Make ensure the libactionlib-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libactionlib-dev *
You will get with libactionlib-dev package name, version, architecture and description in a table
